Can any one suggest with the best bar at walking street with out cheating and overpriced drinks.
Walking street isn't the only place for bars. Beer bars are cheaper than nightclubs and they are everywhere! If you ask the waitress the price for a drink you know what it is! Too high go elsewhere! When you are served a drink you look at the little chit receipt you get and see if it is the right price BEFORE consuming the drink! Avoid the Russian bars. They may not even let you in anyway especially if you are in a group with other Indian men. Avoid chatting up ladyboys on Pattaya Beach Road late at night especially if drunk and randy! You might end up a TV star pointing out the LB that robbed you!
All the bars on walking street are expensive compared to bars outside the area but you're paying for the entertainment as well so in my opinion it's worth it. Some bars have happy hours so you can always go then. Walking Street is not the the best place for cheap drinking. However, I would not say the drinks are overpriced in places that offer live music. Discos have rather expensive drinks but there are no entrance fees and there are lots of local females who are willing to actually to talk with you if you can hear anything in the loud music. What is best depends on what you like.

One beer bar area is north of Walking Street around Sois 7 and 8 both at the Beach Road and inside the sois. From Walking Street you either walk up the one-way Beach Road or catch a baht bus at the Pattaya Tai and Pattaya Saisong intersection for 10 bahts per person. The sois alleys go between Beach Road and Saisong so you can as well get off at Saisong since that end of the sois has beer bars, too, and it is not a long walk to Beach Road.
The beer bars at Rompo market on Jomtien 2nd Road are even cheaper because it is a low-rent area compared to Beach Road. A baht bus from the Pattaya Tai and Pattaya Saisong intersection costs 10 bahts per person. You get off at Jomtien Beach Road Soi 7 and then walk a few hundred metres to the end of the soi and across the road to get to Rompo. Most bars at Walking Street are either pay as you go or have computerized cash registers which provide a cumulative itemized bill of your orders. You just have to check each time that your latest order is correct in the new bill that the waiter brings you.
These systems prevent the staff from putting money into their own pockets so they benefit both the owners and customers. Some places, especially beer bars, still use the handwritten bills collected into a bin.
In those places you need to check that your latest order is entered correctly and do the sums before you ask for 'check bin'. Dishonest cashiers might try to inflate your bill when they calculate the total bill. Most places really are Walking street bar and if they see you to pay attention and to be on top of things even dishonest ones won't try bill padding.
