Personally, I still think it means she works for the Power Broker, but, as I literally just admitted, I have been wrong before. Zemo got his comeuppance, captured by Bucky and handed over to the Dora Milaje to be taken to the Raft, the high-security prison beneath the sea.

When Isaiah told his story about breaking out of the facility to rescue his friends, he lifted his shirt to show the scar he received for his troubles.
